2010 Tournament Rules

 

Age Levels
Age Divisions are based on 2010 League ages with a cut off date of May 1st.  Whatever the age of a player as of May 1st 2010 will be his playing age.

Rosters
Rosters must be submitted at least 48 Hours before start of tournament and coaches must have copies of each players birth certificates.  All teams must check-in with tournament director before the start of their first game. 
Coaches must have copies of birth certificates for entire tournament in case of a challenge.
Rosters may not be added to or changed during tournament.

Protests
$100 Cash for all protests.  Teams cannot protest a discretionary call by an umpire, only rule interpretations can be protested.

Baseballs
Future Champions of America will provide 2 new baseballs per game and each team must provide any additional balls as needed.

Pitching Rules
11U – 12U can pitch up to 11 innings for the tournament but no more than 6 innings per day.
13U – 14U can pitch up to 13 innings for the tournament but no more than 7 innings per day.

Once a player throws one pitch in any inning that will be considered 1 inning pitched.

Mound & Base Distances
Age – Pitching / Bases

11U – 48’ / 70’
12U – 48’ / 70’
13U – 54’ / 80’
14U – 60’ 6” / 90’

Batting
Teams can bat 9 players and/or 10 players with the 10th being an EH. The EH is considered a defensive player and may switch in and out defensively.  Teams can also bat their entire roster.  If teams bats their entire roster or has no subs when a starter is injured then an out is recorded for the injured players first at bat only. Once a player is removed due to injury he may not return.  Starters may re-enter one time but only at their original spot. 

Length of Game

Pool Play and Play-off Games:          

11U-12U - 6 Innings and no new inning after 1:45

13U-14U - 7 Innings and no new inning after 2:00

Pool games can end in a tie.

 

Championship Games will have NO time limit.

 

Once an inning is started it must be completed. If time expires and home team is winning and batting the game is over.

Home/Visitors
Home team will be determined by a coin flip in all pool games and higher seed will be home team in elimination games unless higher seed elects to be visitors. 

Coin flip will determine home team in championship game.

Home team must occupy the 3rd base dugout unless both managers mutually agree prior to the game to switch dugouts.


Scorekeepers
Each team must provide a score keeper and all changes must go through the home plate umpire.

Runners
Courtesy runners may be used for pitcher or catcher at any time.  Courtesy runner must be someone not currently in the game, if a team has no players on the bench the runner must be the last out unless the last out is the pitcher/catcher then runner must be second to last out.

Intentional Walks
To intentionally walk a hitter, coach must inform homeplate umpire, no pitches need to be thrown.

Slide or Avoid Rule
Any player is out when the runner does not slide when the defensive player has the ball and waiting to make a tag.  All players are required to avoid collisions with another player while running bases, if a player does not make an effort  to avoid collision (umpires opinion) he will be called out.  If the umpire believes the player is being malicious in making contact with another player he will be ejected from the game and could possibly face further suspension at the discretion of the tournament director.

Player/Coach Ejection
Any manager or coach ejected from a game will be removed from that game and must leave the field area.  Any manager/coach who is ejected must also miss the teams next game.  Any player ejected from a game will be removed from that game and may be allowed to remain in dugout at discretion of tournament director, ejected players may be subject to a one game suspension also at the discretion of the tournament director.

Mercy Rule
15 Runs after 3 Innings
10 Runs after 4 Innings
8 Runs after 5 Innings
Mercy rule applies to pool, elimination and championship games.

Visit to mound
Each team will be allowed 3 charged visits to the mound per game, a charged visit is a trip in which the pitcher is not replaced. 
Each visit in which the pitcher is replaced does not count as a charged visit.  After the 3 charged visits are used each visit beyond that the pitcher must be replaced.

Seeding after pool play
Seeds will be determined upon wins and losses in the event of a tie the tie-breakers will be as follows:

1)       Record

2)       Head to Head (When two teams have the same record)

3)       Runs Against

4)       Run Differential

5)       Coin Flip

In the event of a tie with 3 or more teams there must be a clear winner from the tie breaker or move to the next tie breaker. (Example: Team A, B and C are tied and Team A beat team B but neither team played Team C then you need move to the next tie breaker)

Illegal Players
Any team using illegal players will be subject to forfeiting a game and possibly being ejected from the tournament.

Cleats
Metal Cleats are only allowed in 11U division and above.

Weather Policy
If for any reason a tournament is cancelled due to rain FCA will make every effort to postpone the event until the following weekend and if for any reason the tournament cannot be completed then refunds will be issued as follows:

0 games played = 100%
1 game played = 50%
2 or more games played = No Refund

If a tournament is postponed due to weather and a team cannot play on the re-scheduled weekend and has completed games then the above refund policy will determine amount of refund.
